Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are delivered from various governments. Immense energy is devoted on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by up-to-date information. From observation points, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely provided by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: possibly the approaching threat won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The detailed framework from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. Washington works based on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does little to discourage Russia, through words or deeds, from thinking that the current condition will not change more in its favour in the coming year.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but preventing a entire defensive failure until conditions improve in its benefit.
Existing Situation
Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
